One-time setup
An upfront fee covering onboarding, the deploy of your dedicated instance, domain and branding. Paid once.
Annual license
The right to use the product, updates and support. Annual, not per user: it does not grow with headcount.
Cloudflare costs at usage
Storage, operations and hostname of your instance. Egress (download bandwidth) on R2 is free, so this stays low. Passed through at cost, or billed directly to you in Enterprise.
Management fee
Our operating margin to run and maintain the infrastructure. Present in Standard; in Enterprise it disappears, folded into a higher license.

In Standard we host your dedicated instance and pass Cloudflare costs through at cost, with a management fee. In Enterprise the instance runs on your Cloudflare account: you pay infrastructure costs directly, with no management fee and a higher annual license.

Yes, physically: each customer has dedicated R2 and D1, not a shared area. It is infrastructure-level isolation, not just logical.
